The latest LiveCD is 8.04.  At some point, we will have a LiveCD based 
on 10.04, but that may be some time in late May or later.  (10.04 won't 
be released until late April)

It really depends on what you consider to be "a minimum of fiddling 
around with packages".  At the moment, I think there are packages 
available for 9.10, and maybe 10.04.  They're considered "experimental", 
and aren't always the most up to date version of EMC2.  If the 
emc2-install.sh script represents too much package fiddling for you, 
then the only thing you can do is wait for the 10.04 based liveCD.  I 
think the install script represents the easiest way to install on 
anything that isn't an EMC2 liveCD.
