PWM out of a LPT port is about as cheap as you can get. 24 volts at 5
amps is only about 125 watts. Is that enough power?
Using a 120 volt universal motor with a PWM controller you can get
pretty high power for cheap. Universal motors (brushed wound rotor
motors) are fairly common.
Another way to go is to get a VFD drive off Ebay that will take a PWM
signal and use a cheap 3 phase motor to drive your spindle.
