Actually looks about right now (probably more gain would be helpful)
FE errors should be expected if you input a position command waveform that the
servo/mechanics can't follow (your ~10 ms risetime input step)
Also something is pretty strange in the halscope image, it looks like the
encoder counts start changing before the step occurs, so either something is
wrong in the synchronism of the traces or you have invented a prescient servo
system...
