Just to add to what Jeff said, what is output depends on your servo drives.

Servo drives that take analog input typically don't have a mode where
the command value represents position. There are several modes for a
servo drive, including torque, current, velocity, and voltage. If you
have a velocity-mode drive, then the output from EMC2 must be a
velocity. The PID coefficients would be tuned such that a change in its
commanded position input gets translated into a velocity command output
for the drive. Similarly, you would use different PID coefficients if
you had a torque mode drive. The software and Motenc configuration
would be identical, except for the PID coefficients.
