I just realized that a vertical spindle lathe would also work, and might
be easier to load and unload, since gravity would hold the rims in place
while you center them up.  The pictures below are much larger and
heavier than would be needed for bicycle wheels, but they should convey
the proper idea.

As with the T lathe, if you don't need to machine the center, the X axis
can be much shorter - you probably wouldn't need the "bridge" shown in
the photos.
