David Given that you can only CE Mark a product when it is in the scope of, and compliant with, one or more Directives that require/allow for CE Marking, you need to explain to your customers why your products are out of scope - I would recommend citing the applicable Articles and Annexes in the Directives that would otherwise be applicable.
There may well be other requirements that you need to comply with that are outside the scope of these Directives.
