I reached out to the CPSC on this about a month ago and they replied very quickly. The final rule has not been published yet. CPSC is working through comments received, which were extensive. They were not able to provide an estimated date for publication of the final rule since they expected the proposed rule <https://www.federalregister.gov/documents/2023/02/09/2023-02356/safety-standard-and-notification-requirements-for-button-cell-or-coin-batteries-and-consumer> would need to be revised.
