I have investigated powder coatings for basic insulation in the past. And I had one primary concern that I was never able to fully resolve, and that has to do with the coating thinning out at corners and edges of metallic parts. Because of the surface tension of the coating as it is applied on edges, it will thin out to just a few mils of thickness and as a result they don't really provide insulation value. In any case without some sort of a third party approval on the coating itself it's difficult to know. And again anodization might be a good option.
