The conference CDs for the PSES Conferences are posted to the members-only section of the PSES website, at least that was the practice from the beginning to 2018. I have verified that they are indeed there. Current volunteers may not be aware or may not be keeping up the website as it stops at 2018. I noticed that the newsletters stop at 2020. Perhaps the website is not being maintained. If anyone on the Board of Governors is monitoring this listserv, perhaps it is something that can be looked into. Being a paid-in-full member, shouldn't I be able to access all those papers?
