Expand Elisp %(...) templates.

* org-capture.el (org-capture-expand-embedded-elisp): New
function.
(org-capture-fill-template): Use it.
(org-capture-inside-embedded-elisp-p): New function to tell if
we are within an Elisp %(...) template.
