You can always check what make thinks it should do via make config or even make config-all > (add-to-list 'load-path "/usr/share/emacs/site-lisp/org") That is not necessary, at least if subdirs.el already exists in /usr/share/emacs/site-lisp (Ubuntu should have it, but certain versions of Debian apparently don't - but you can copy the version from the Emacs installation).
