This is a feature of org-hh:mm-string-to-minutes:

| Convert a string H:MM to a number of minutes.
| If the string is just a number, interpret it as minutes.
| In fact, the first hh:mm or number in the string will be taken,
| there can be extra stuff in the string.
  ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
| If no number is found, the return value is 0.

It's arguable that this is the best choice, but it is one.
