[O] inlining an external css file

[Rustom Mody]

I am trying to inline a css file into the org generated html

In my org file

#+STYLE: <style123>
#+INCLUDE:  mystyle.css
#+STYLE: </style456>

The html generated shows
<style123>
</style456>

ie the INCLUDE seems to have been silently skipped
