Sorry, I should have checked more thoroughly: there is a bug, but it's someplace else and hiding a bit. Edit each of the links with C-c C-l and then have a look what the link turns into both in the org buffer and the export... the '+' gets replaced by '%2B' by an overly helpful sanitation function.
