I just noticed this, so I'll file a quick report:
In the following example tree, org-forward-same-level will jump over
the second item.
*** foo
*** [[about:][About:]]
*** quz
*** bar [[about:][About:]]
*** baz
Please tell me if you *can't* reproduce this, then I'll re-post my settings.
Emacs : GNU Emacs 23.1.50.1 (x86_64-unknown-linux-gnu, X toolkit)
