Yes. visual-wrap-prefix-mode makes use of jit-lock and calls Org's fill
function. Org's fill function queries the parser to do the job. Hence,
parser is involved during wrap prefix calculations.

Since you are on the older Emacs, it might be that the glitches are
related to text-property-based folding. It is known for glitches, and I
switched everything back to overlays on newer Emacs. I still kept text
properties on older Emacs though. Does setting
(setq org-fold-core-style 'overlays) ;; takes effect after restart
in your config fix the glitches?
