I had the same experience.  It took me multiple tries to figure it out.
Hence, I vote for a simpler, click-to-expand TOC, ideally using some
standard affordance, such as a chevron, a button, or similar.  Another,
even more low-tech alternative would be a "Skip to Content" button,
shown above always-visible TOC.  Historically, show-on-hover proved to
be useful for smaller, often non-essential UI elements, such as tool
tips, not important, possibly full-screen elements, like a TOC.

P.S. This is not to say anything negative about this effort; the new
design is already better than the old one, and I am grateful for the
work that is being done.
