Aha!  Thank you.  I wasn't looking at tables generally.  I see now that 
ORG-NEWS has a "~orgtbl-to-generic~ retains special rows when exporting to Org" 
entry.  It says, "To retain the old behaviour, add ~:with-special-rows nil~ to 
PARAMS argument."  But:
