Any particular reason you use a macro instead of just binding to a function
like this?

  "Insert the current date and time in the format 'YYYY-MM-DD HH:MM:SS' at
point."
  (interactive)
  (insert (format-time-string "%Y-%m-%d %H:%M:%S")))
