I am not sure if they justify adding a new feature for Org mode. (Why would we add something with a purpose of being used as a workaround instead of fixing the original problem, after all?) As for ignore-heading, please search list archives - adding this feature has been discussed many times and the author of Org export system repeatedly opposed it.
