AFAIU, setting "clear rules" for this seems impossible. Around DST
changeovers, there are ambiguous time-of-day specifications, which occur
more than once on that date. Hence, for such events UTC time
specifications must be used, or everybody is doomed to either arrive
hours early, or hours late for the appointment.
