That isn’t the behaviour. `prompt' doesn’t /always/ prompt, just when the resource in question is not considered safe according to `org--safe-remote-resource-p'. So, `prompt-always' would be something else, but one can easily make prompt behave that way by setting `org-safe-remote-resources' to nil, so I don’t think it warrants an extra option.
