Good question. <C-c '> is "remote editing", <C-c C-o> is "follow link". In this situation, I think #+bibliography: somefile.bib is closer from #+include: somefile.org or #+setupfile: config.org than it is from [[file:somefile.org]] So, I do think this is consistent with the rest of Org, actually.
