The run-debuginfod-seekable.sh test would run (and fail) if lzma
support was enabled, but debuginfod wasn't build. Only run it when
both are available.
* tests/Makefile.am (TESTS): Add run-debuginfod-seekable.sh if
DEBUGINFOD and LZMA.
