All, I quickly threw together an article on the topic of the software engineering process. It's an extremely brief (considering the subject context), high-level overview (all I had time to write); however, I feel it's extremely relevant to the Elementary development effort (as Elementary has particularly high expectations for software quality). I apologize that the information isn't better organized and more detailed--it's for lack of time. I hope to provide more, clearer, and better-distilled information in the future. Also, I don't mean to abuse this mailing list to increase traffic to my blog--I genuinely believe this article will benefit Elementary devs.
