The error appears to be related to the way tQSL writes to its own data files. I have checked all the permission issues and tried running it as the Admin and even as an XP SP3 program. No luck.
I hope to find someone who has found the secret formula. This is in Win 7 Professional. The tQSL program and the LoTW setup has never been my favorite.
