Tom, Intermittents are tough to analyze and to find the problem source. The most likely answer is that there is a poor solder connection somewhere.
I trust the tuner is a KAT100 rather than a KAT2. The KAT2 does not have LEDs. If you can keep it in the failure state, it may be easy to find using Signal Tracing techniques.
