Ron,

Be certain D13 is oriented correctly.
If that is OK, then you should find the source of the low resistance.  
The components beyond L16 (see schematic) could possibly be cause, so 
test for that possibility by temporarily lifting one lead of L16.  If 
the resistance at the D13 cathode increases, you will have to look at 
the other components in the T/R switch area - be certain all the diodes 
are correctly oriented as your first step, and then check the 
orientation of Q6 and Q7.
