I am fortunate to live in Palo Alto, CA which owns and operates its own very well run utilities. Back in the days before "de-regulation" they had the sense to lock in a number of longterm contracts for power and as a consequence my last month bill for 423KWH was $35.15 or 8.3 cents per KWH.
