I think that it is normal for no ALC indication on the 10M band. If the set power is above what the transmitter is capable of, there will be no ALC action to reduce the output power.
On my K2 measured about 10W output on 10M @13.8V. With the KAT2 installed measured about 8W delivered to 50 Ohm load with the KAT2 bypassed due to circuit losses. Try setting the output power to 5W or less and you should the ALC indication of at least 1 bar when you talk into the microphone loud.
