It's basically a gentleman's agreement with some caveats. Unless you can prove that the station was "willfully or maliciously interfer[ing]" (https://www.ecfr.gov/current/title-47/part-97#p-97.101(d)) with another station, or operating outside the boundaries of their license class, the FCC isn't going to do anything, and more than likely going to look at a complaint like this as frivolous since they couldn't care less about contesting. Whether that behavior is appropriate, is a different matter than a legal one.
