If you want to derive duty cycle the time between key down and key up is not the right measure. WSJT-X FT8 mode keys the rig before modulation starts and unkeys the rig after modulation stops. The actual duration of modulation is 12.62 seconds according to my scope measurements as compared to the theoretical duration of 12.64 seconds.
