Joel,

Do you have the old or the new encoder? look in the hole to the right of the encoder shaft - if you see a bit of green, it is the old encoder, if nothing in that hole it is the new one. The new encoder needs 3 felt washers stacked while the old encoders need only one.

Contact Elecraft, and they will send them to you.
