Eric - Xfinity is also my provider. I have never heard of such a thing... and I had no idea they did anything down at 14 mHz.
I would call the ARRL directly and ask for suggestions on how to proceed. I would also call Xfinity customer service and ask for justification. My guess is that like most of us there is not a suitable competitor from whom you can get service.
