actually, the two major international QRP groups, QRP ARCI and GQRP use 10 watts for SSB, and 5 watts for CW, since they are equivalent in "talk power".
It is the ARRL who is the odd man out, as most local QRP clubs follow QRP ARCI in North America, and G-QRP in the rest of the world!
