If you paid for Priority Mail Express, you're due a refund from the Post Office. If you used Priority Mail you did NOT pay for expedited service, there's no delivery time guarantee and no promise that it will be delivered faster than First Class. The only benefits of Priority Mail are package tracking and $50 insurance.
