A big thanks to all at Elecraft especially to Gary. Problem with my KDSP2 was on DSP2 board's Q3. It was shorted and I was seeing 3.6V on base of Q3. I think in my attempt to get required clearance with board, I pushed too far down on 3904 and caused this problem.
