Michael, Given the conditions you now report, I would say that you have some kind of noise source that is causing the S-meter to respond. You will have to track down the source of that noise. Have you tried it with a 50 ohm load on the input jack to the K60XV? There are no active components in the receive path (other than the PIN diode) on the K60XV board - the input jack is routed directly to the K2 bandpass filter, so you may want to check the K60XV carefully for wiring errors.
