Were I in your shoes I would cut off the cord and throw the device in
the metal recycle bin. You have no idea what other dangerous things
were incorporated by accident or by intention.

http://www.saferproducts.gov/Default.aspx
Importers and resellers will have to recall the item and refund what was
paid for it (if there are records, they're still around, etc etc. ).
