If you are talking about the K3 IF output, there is nothing to activate.
Connect a known working receiver tuned to the K3 IF frequency of 8.215 MHz and you should be able to hear the same signals as the K3 is hearing - you may have to tune a couple kHz in either direction to find it, but the signal should be present.

If you have a signal generator connected to the K3 input, the signal may be easier to find because it should be the only signal present.

If you have an older K3 (prior to September 2009), you will likely want to add the IF Output Buffer Gain Modification which increases the signal level at the IF output by more than 10 dB. See http://www.elecraft.com/K3/mods/IF_Output_Buffer_Gain_Mod_Rev_A.pdf
