David- The latest list of unimplemented features can generally be found in the errata for the latest version of the manual. This can be downloaded from the Elecraft website, in the "manuals and downloads" section. Unfortunately, the transverter offset is not currently listed in the latest errata (it should be). This particular missing parameter was discussed as recently as last September-October on the KX3 Yahoo Group.
Of course, the latest features are released in beta versions of the firmware, and then later in the full production releases. Whether you choose to run beta firmware is entirely up you, based on your needs. I have always installed the latest betas, and have never been sorry... As has been said earlier, I am sure this will be corrected soon, as development of the internal transverter is proceeding apace, and more people have been using the KX3 with external transverters. This should help move this issue higher up the firmware priority list.
