Any balun that has a DC path between the center conductor and shield will take care of the static buildup problem. Balun designs vary, but all the 4:1 current baluns I have do have that DC path. If you aren't sure what's inside a balun, you can make a quick check with an ohmmeter. A reading of near zero ohms between the center conductor and the shell tells you that the DC path is there.
