Ron, That would be the result if diodes D1 and/or D2 in the KAT100 were damaged. They are easy to replace. If that does not correct things, then the KAT100 firmware IC may have a damaged input.
The diodes are properly 1N5711s, but 1N4148s will work if you are willing to sacrifice a bit of "flatness" with respect to frequency. Those diodes can be damaged by static coming in on the antenna - not only lightning, but wind, rain or snow can generate a high static charge on some antennas.
