VFO A is always primary. It is at the top of the display and as far as I know, always shows your receive frequency.
When you do VFOA/VFOB you are swapping the contents of the VFOs - not swapping their locations - in other words, you're not making VFO B primary - you're exchanging the contents of the two VFOs. If you have the VFOB knob showing the contents of VFOB, you then see both. VFO A at the top, VFO B on the bottom.
