Update: There's an ongoing conversation about this at https://bugs.launchpad.net/ubuntu/+source/opal/+bug/316971. bobo42 has uploaded plugins to his PPA https://launchpad.net/~bojo42/+archive/ekiga that have gotten my system to recognize the h264 and iLBC codecs.
