cpufrequtils isnt used in either ubuntu desktop/netbook or server, nontheless the max/min speeds are set properly on these. i'd suggets to reasearch why the scaling is set wrongly in the first place on ltsp clients instead of working around the issue by installing a third party package.

The cpufrequtils package provides init scripts that automatically enable the ondemand governor and set scaling_min_speed appropriately for the hardware, and offers additional configuration via /etc/default/cpufrequtils. This provides an immediate power use improvement on thin clients, also reducing heat and (for fan models) noise. It improves stability on hot Australian days, too!
