cpufrequtils isnt used in either ubuntu desktop/netbook or server, nontheless 
the max/min speeds are set properly on these. 
i'd suggets to reasearch why the scaling is set wrongly in the first place on 
ltsp clients instead of working around the issue by installing a third party 
package.

Bug description:
Thin clients installed by ltsp-build-client don't use their power management 
capabilities by default, because scaling_min_speed is set the same as 
scaling_max_speed in /sys/devices/system/cpu/cpu?/cpufreq .

The cpufrequtils package provides init scripts that automatically enable the 
ondemand governor and set scaling_min_speed appropriately for the hardware, and 
offers additional configuration via /etc/default/cpufrequtils. This provides an 
immediate power use improvement on thin clients, also reducing heat and (for 
fan models) noise. It improves stability on hot Australian days, too!

As it's harmless on machines that don't support CPU frequency scaling and 
offers big improvements on those that do, it'd be nice to see it included.
