Well, even if we don't keep a bzr (or other) repo we can still restructure the edubuntu-website team to catch LP bugs etc. If we do use bzr then the same team can be used to control access (like the doc-team?) Only problem is, even for ubuntu and kubuntu websites the way the teams and products have been structured is bit confusing to most.
