Interesting points in this discussion. Let me respond to a few:
Earl, for someone who has apparently never paid a dime (US or Canadian)
for an X12 product, and who also apparently never intends to, your
concern that the X12 membership is being abused is truly heartwarming. I
guess since you've never paid for anything you can't really complain
about being an abused customer who paid too much.
To Michael's comment, no I wasn't talking about the buyer when I
mentioned the need to look at the expense side of the equation. I was
talking about DISA's and X12's expenses (which should make Earl very
happy). And trying to apply "unit cost at this price" to an electronic
publishing model is mostly absurd. After initial setup the added cost of
each new unit is virtually zero (ask Microsoft about their business model).
And also to Michael's comment about the "legislated monopoly", that only
applies to the HIPAA implementation guides and not to the base standard.
The "annual fee" option applies to all new work products, not just
HIPAA. And, if you hear the concerns of some in X12 that "legislated
monopoly" may not be as secure as some would believe.
Also to Michael's comment about HIPAA II, which I assume means the
005010 guides:As I understand it the main reason for moving from the
004010 to 005010 guides was an industry requirement to support ICD-10
codes rather than ICD-9. I will defer to those more intimately familiar
with health care whether or not that change is worth the upgrade for the
industry. But the bottom line seems to be that this change was driven,
rather than being a driver.
To Todd's comment, yes, the model seems to be similar to software
licensing. The difference is, as a colleague of mine put it, "I've never
had to pay an annual fee on a book".
