Found it! Windows firewall was set to block windows/system32/ftp.exe for Public networks. There were also 2 entries for File Transfer Program.
I allowed ftp.exe for both Home/Work and Public networks deleted the dup and rebooted. This PC will never be on a Public network, but incase someone changes the internal network type...
