I think SIMPLE-EDI was a development in the late 90's [1] by what is now known as GS1. The UK organisation was heavily involved with it. In our case the main motivation was to divorce the conversion to and from EDI from the re-formatting to match application file structures, since the re-formatting could be set up, and modified, by less highly-trained personnel.
